Effective April 1, 1994 you may purchase a handgun in California ONLY when you can prove satisfactory completion of a certified course administered by a BFSC certified instructor. Currently qualified instructor certifications are: CA Department of Consumer Affairs Firearms Training Instructor CA Department of Fish and Game Hunter Safety Instructor DCM Instructor DCM Rangemaster FBI Certified Rangemaster FBI Firearms Instructor FLETC Firearms Instructor Training Program FLETC Rangemaster Gun Manufacturer's Instructor Gun Manufacturer's Rangemaster Military MOS as marksmanship or firearms instructor NRA Certified Instructor NRA Law Enforcement Instructor NRA Rangemaster NRA Training Counselor CA Commission on POST Firearms Instructor CA Commission on POST Rangemaster Authorization from a State accredited school to teach firearms training NOTES: 1. A course or certificate in advanced shooting, marksmanship or pistolcraft is not sufficient. 2. Armorer courses are not sufficient. 3. Military assignments as Range Officer or Safety Officer are not sufficient. 4. A qualifying instructor certificate does not need to be current as long as it was not revoked for cause. However, DOJ Certified Instructors are encouraged to stay current within the field of firearms technology, firearms safety, and firearms legislation. P.S. If the course you plan to each is not already certified by the DOJ, then the course must also be certified.
