For each item taken, there is to be 35,000 documents concerning this item. The reason being the accused drug-dealer can't afford an attorney to sift through 35,000 papers. Instead of a CRIMINAL offense, it is charged as a CIVIL offense. This takes away all your amendments. Basically, you have to prove to them you are right rather than them prove you were wrong. Some of the people the book said _not_ to go after are: Celebrities Congressmen Politicians Drug-cartels (think of the corrupt politicians they could bring down) There's more, but this is what stuck out in my mind. And the government enforces it. To the letter.
