The American Journalism Associatian, in the May (I think) issue of AJR reviewed and thouroughly debunked these stories. It turns out they are all based on an erroneous premise: that there was a sharp drop in LSD usage in the early '80's. In fact, according to the AJR, use has been pretty much steady or perhaps even declining very slightly for the last 20 years.
