Government sued Coca-Cola for that very reason early in this century, claiming that either they were violating the drug laws by having coca in the product, or that they were guilty of false advertising for not having coca in the product. The case is called something like "U.S. vs. Nine Barrels of Coca-Cola", or something like that. Coca Cola vindicated itself by proving that they used de-natured coca leaves as part of the formula. There is a very detailed description of the suit (and the ensuing analysis of the Coca-Cola formula) in the book "Big Secrets," by William Poundstone.
