EARLIER TODAY, THE U.S. HOUSE OF REPRESENTATIVES VOTED TO REPEAL THE 1994 CLINTON GUN AND MAGAZINE BAN! On a bi-partisan 239 to 173 vote, lawmakers put the interests of law-abiding gun owners ahead of the political posturing of Bill Clinton and his anti-gun allies in the House. This historic vote marks the first time in a decade that Congress has reaffirmed the rights of gun owners and the value of the Second Amendment. The bill, H.R. 125, does more than just repeal the Clinton gun ban, it also increases penalties for criminals who use firearms in the commission of a crime. Leading the charge was pro-gun Rep. Bob Barr (R-Ga.), whose tireless efforts made this long-awaited and critical vote possible. Interestingly, rather than focusing debate on the merits of the gun ban, the anti-gunners set their sights on the National Rifle Association. In fact, just about every politician who rose in opposition to repeal did so not based on any facts or studies, but on the grounds that NRA supported the repeal effort. Perhaps that's because all legitimate research proves that gun bans are ineffective as crime control measures, and do not prevent criminals from obtaining guns. Many thanks are owed Rep. Barr for his tenacious leadership in pushing this important bill through, as well as Reps. Gerald Solomon (R-N.Y.), Jim Chapman (D-Tex.), Steve Schiff (R-N.M.), Steve Buyer (R-Ind.), Bob Wise (D-W.V.), John Hostettler (R-Ind.), Roscoe Bartlett (R-Md.), Bill Brewster (D-Okla.) and Fred Heineman (R-N.C.). These lawmakers are bound to feel the heat from the anti-gun media, so it's critical that we now support those who supported our rights. Be sure to encourage your family, friends and fellow gun owners to do so as well. THREE STRIKES FOR CLINTON: It wasn't a good day for Bill Clinton. Not only did the U.S. House of Representatives vote to repeal his 1994 gun and magazine ban, but two court decisions were handed down today declaring "gun control" laws unconstitutional. In the first case, the U.S. District Court for the Southern District of Ohio found that the Columbus, Ohio gun ban was unconstitutionally vague in part because the definitions of so-called assault weapons do not give sufficient notice to gun owners as to what guns are actually banned under the law. The second case dealt yet another blow to the Brady Act. Joining federal judges in five states, the U.S. Court of Appeals for the Fifth Circuit ruled that Congress has no power to commandeer state officials to conduct background checks on perspective handgun purchasers. DELEGATES DELIVER DOLE: With a clean sweep in Tuesday's presidential primary elections, Senator Bob Dole (R-Kan.) secured enough delegate votes to put him "over the top" in his quest to become the GOP presidential nominee. Barring any unforeseen circumstances, Sen. Dole will be pitted against "the most anti-gun President in history" in the fall showdown. AND SPEAKING OF SEN. DOLE...: While media reports have been swirling that Sen. Dole promised Senator Dianne Feinstein not to schedule any repeal vote, Dole's office has vehemently denied this allegation. We'll keep you posted! A LOOK AT THE STATES: VICTORIES FOR GUN OWNERS: Georgia: Gov. Miller has signed SB 678, NRA-backed right to carry reform legislation, into law! SB 678 clarifies the manner in which firearms may legally be carried by valid permit holders and requires Georgia to recognize out-of-state permits held by nonresidents if the permit is issued by a state which, in turn, recognizes Georgia permits. Kentucky: The House concurred with Senate amendments to HB 40, NRA-backed right to carry legislation, and Gov. Patton is expected to sign the bill into law next Friday. ACTION AHEAD: Arizona: The House States' Rights & Mandates Committee passed SB 1099, the NRA-backed right to carry reform bill which makes it legal to carry in restaurants (establishments whose main business is not the sale of alcohol) and allows DPS to enter into reciprocal agreements for honoring carry permits issued by other states. Please contact your State Reps & urge them to support SB 1099. Louisiana: The legislature will convene Sunday, March 24, for its special session to consider, among other bills, NRA-backed right to carry reform legislation. It is expected that the measure will be addressed during the first week of the session. Please call your State Senators & State Reps & urge them to support our right to self-defense. Maryland: An amended version of SB 215, Gov. Glendening's omnibus gun control bill, passed the Senate Judicial Proceedings Committee on a 6-5 vote. Committee chair Sen. Baker & Sen. Middlebrooks provided the deciding "YEA" votes. Although firearms registration and gun owner licensing schemes were rejected, the committee did approve limiting law-abiding citizens to one handgun purchase a month and requiring all private handgun transfers to be conducted through a licensed dealer or the State Police (making them subject to payment of a transfer fee and the seven-day waiting period.) The bill now moves to the full Senate, which is scheduled to vote on the measure on March 26. Please call your State Senators & Delegates & urge them to reject these proposals. West Virginia: Gov. Caperton will sign HB 4077, an NRA-backed bill moving issuing authority for carry permits to county sheriffs, on March 25. However, he is still undecided on HB 4484, an NRA-supported measure which strengthens the state firearms preemption statute.
