Jack Weinstein and Whitman Knapp, both of NYC, said the emphasis on arrests and imprisonment, rather than education, prevention and treatment, had been a failure. It is said, that 50 or so of the 680 Fed Judges are refusing to take drug cases. An even smaller number has called for the legalization of drugs.
